The question of what office fit-out costs per square metre is one we receive almost weekly. An honest answer is that the range in the Netherlands in 2026 runs from approximately €600 to €2,500 per m² — and that the figure within that range is determined almost entirely by strategic choices, not by the market. This article describes which choices explain the range and which questions a board should ask before the budget is locked.
The range in 2026: what sits between €600 and €2,500?
At the lower end — approximately €600 to €900 per m² — we see functional fit-outs with standard furniture, limited acoustic intervention and existing installations. This level fits supporting locations or temporary accommodation.
In the mid-range — €900 to €1,500 per m² — most Dutch office fit-outs for regular headquarters land: decent furniture, acoustic optimisation, fresh finishing and modern installations.
At the upper end — €1,500 to €2,500 per m² — move headquarters with a pronounced positioning: high-quality materials, custom-designed workstations, integrated technology and explicit design choices.
The question is not which level is average, but which level strategically fits this organisation and this investment.
Four choices that actually drive the price
Within each range, we see four choices that ultimately make the figure.
- The ambition level of finishing. Standard carpet, system ceiling and mixed walls are fundamentally different from natural materials, acoustically optimised ceilings and carefully designed wall finishing. The per-m² price easily doubles.
- The technical installations. Retaining existing installations versus full replacement — including climate, electrics, data and security — can make up to €400 per m² difference.
- The degree of customisation. Standard catalogue furniture is a different category from custom-designed workstations, meeting rooms and social spaces. This is often the biggest lever in the upper segment.
- The sustainability ambition level. BREEAM Excellent or Outstanding, circular material use and bio-based finishing add 5 to 15 percent — justified when ESG counts strategically, not as a box-ticking exercise.
What is missing from almost every price quote
A per-m² price almost never covers the total investment. In our observation, three items are structurally missing that are nonetheless unavoidable.
- Strategic preparation: working out the programme of requirements and the hybrid concept choices. This rarely costs more than 2 to 4 percent of the investment and determines whether the remaining 96 to 98 percent lands strategically.
- Adoption and change management: guiding the organisation towards new behaviour. Without this track, every concept is copied into old behaviour within three months.
- Independent strategic oversight during execution: guarding that choices under pressure remain aligned with the original strategic intent. This prevents erosion of the investment during a nine to eighteen-month project.
